Ability to exclude locations from Gating

We need the ability to exclude locations, such as Town from gating.

What problem would this new feature help your school solve?
Currently there is a safety issue as someone when gated, cannot activate a pass to head to Town. We allow our students to do this.
How often does this problem happen?

High - doesn't allow us to have students who are gated actively show town
Please list any other tools or platforms that you know of that offer similar functionality.
