Add an Incidents feature within Pastoral to allow schools to record and manage ongoing pastoral matters.

• Add an Incidents section within Pastoral.

• Staff should be able to create an incident against a student.

• An incident should have an Open or Closed status.

• While an incident is Open, authorised Advisors should be able to add ongoing Updates to the same incident.

• Updates should remain attached to the original incident, creating a single record and timeline for that matter.

• Leadership should be able to access the incident and view all updates added by Advisors.

• Once an incident is Closed, it should become read-only and no further updates or edits should be allowed.

• The feature should apply across all Boarding/Pastoral categories, including Conduct and Well-being.

Example:
An Advisor creates a Conduct incident for a student. The incident remains open while it is being managed. Advisors can continue adding updates as the situation develops, while Leadership can view the complete incident history in one place. Once the matter is resolved, the incident is closed and can no longer be updated.
