Allow admins to impersonate users

The Admins need the ability to impersonate (even if it’s view-only) users. We need to easily see what access they have, and help them resolve issues.

We are often asked to resolve issues, but it's hard to recommend a solution without knowing what the user sees.

Unpredictable (e.g. Emergency)

Makes troubleshooting more difficult, as we have to go back and forth
Please list any other tools or platforms that you know of that offer similar functionality.
