Allow for forms to be easily sent to only some students or contacts

I would like to be able to search for a student and send a form just to them, or to their contacts.

What problem would this new feature help your school solve?
Sometimes, a parent didn't get the form because they weren't yet connected when the campaign starts. I do not want an ad hoc form because I do not want parents who have already submitted to resubmit.
How often does this problem happen?

Describe the impact on your school if this problem remains unsolved?
It makes the start of year in particular very frustrating.
Please list any other tools or platforms that you know of that offer similar functionality.
