Allow viewing of deleted/rejected passes for audit

We had an incident recently where we need to review a deleted or rejected pass request. It is no longer viewable in any history

Auditing in cases where passes are rejected/deleted - currently there is no visible record we can see.

None, but logging should be standard, just how visible some logs are. I understand the case for removing deleted/rejected passes from view by default. I think we should have some ability to see. Perhaps admins.
