Attendance Alert - allow multiple staff type recipients

Current alerts only allow you to choose one Staff Type. We need the ability to choose multiple types. For example, we’d want the course teacher, an advisor, and the attendance manager to know. This isn’t possible know without creating multiple versions of the same alert - and then having to update each one with any changes.
