Automated Boarding Rolls

Allow roll scheduling for rolls that must happen at specific times, while also allowing for staff to be sent a push notification (similar to emergency roll) when the roll goes live.

• This is separate to Day School Automated Rolls as it does not go off a class timetable

• This would allow admin to have preset times when the roll goes live and notifies staff
