Broadcast from Mobile App

Those with access should be able to use their mobile apps to send broadcasts.

During an emergency, nobody has the ability to log in to a computer and send a broadcast. The tool is not helpful in its most applicable context without a mobile option
Please list any other tools or platforms that you know of that offer similar functionality.
