Create different types of gating

We would like a way to create different kinds of gating - for example a student who is gated at level 1 can still make passes to go out with their parent or guardian or walk off campus but can’t take an uber somewhere.

What problem would this new feature help your school solve?
Our school has a level system and students on level 1 are allowed to do some things but not others. Right now we have to rely on our houseparents to check a student's level before they approve a pass. It would be very helpful to have a way to make it so that they student can't request the pass while on level 1.

We will continue to have gaps in enforcement of important school rules.
