export function for medication module

exporting all (active, deactivated, and paused) prescriptions to .csv, to enable auditing of this function, particularly whilst the module is being actively built and users are still familiarising themselves with it. Auditing is a crucial step in safe administration of medicines.

What problem would this new feature help your school solve?
audit, identifying errors that otherwise go unnoticed. Small changes in system build can have significant unintended end-user impacts, eg a change in our "staff group role" had an end-user effect of making an entire subset of prescriptions no longer visible to most staff for several days.
