Have an option that keeps students from un-signing themselves from an event

All our students have to do a weekend activity. We feel this is an important way of engaging with new peers, with dorm parents and also exposing them to new activities. Some students are signing up for an activity before we check to make sure everyone has signed up, but then unsign themselvels before the activity begins This is particularly frustrating and there is a ticketed event.
