Make the creation of attendance concerns in alerts options

Currently when creating a new alert, you must select one of the available options for the status of an automatically created attendance concern.

While this is great for most use cases, we’ve found that we have a few duplicate alerts setup so that we can send one email to course staff and a differently worded email to department heads. Because of this, two attendance concerns get created for the “same” alert when only one is needed.

The solution I’m proposing to this issue is to make opening an attendance concern optional. I’m sure there’s many other ways to deal with this though.
