Only send notifications for categories that staff have access to

Please add the ability to limit pastoral note email notifications by note sensitivity. Right now, staff who follow a student are always notified when any pastoral note is logged, even if they can’t view the note content due to sensitivity. We need notifications to only go to staff who have permission to view that sensitivity level.
