Parent app: show a leave/pass request submitted by the other parent

Current behaviour

When one parent submits a leave or pass request, the other parent receives the email notification, but the request does not appear in their Family app until it is scheduled or activated. Until that point the second parent has no in-app record that a request exists.

What's being asked for

Make a pending request from one parent visible to the other parent in the app at the point of submission, rather than only once it has been scheduled.

Why it matters

In boarding, both parents are often coordinating a student's leave separately. Without in-app visibility the second parent can't see what has already been asked for, which leads to duplicate requests and parents contacting the boarding office to confirm what was submitted.

Notes

Originally raised as a bug (email notification fires but app visibility doesn't follow) and reclassified β€” the email side is working as designed. Casey has been asked to submit this via the portal so she can be updated directly.

What problem would this new feature help your school solve?
When one parent submits a leave or pass request, the other parent receives the email notification but the request doesn't appear in their Family app until it has been scheduled or activated. Until that point the second parent has no in-app record that a request exists at all. In boarding, both parents frequently arrange a student's leave separately. The parent who didn't submit can't open the app and see what has already been asked for, so they have no reliable way to check before acting.

Describe the impact on your school if this problem remains unsolved?
Parents submit duplicate requests because the second parent can't see the first one. The boarding office then has to reconcile the duplicates and field calls and emails from parents asking what was submitted and whether it was approved. This lands on Friday afternoons, which is already the busiest point in the boarding week. It also undermines parent confidence in the app: if it doesn't show both parents the same picture for their own child, they stop trusting it as the source of truth and revert to phoning the House.
