Requested (pending) passes need to be visible in student schedules and vice versa

Requested (pending) passes are vital context for approvals, attendance, and reconciliation.

1. “Requested” passes - https://app.orah.com/staff/supervise/passes/requested/all - pass requests do not show student schedules

2. “Daily Reconciliation” - https://app.orah.com/staff/supervise/attendance/insights/daily-reconciliation - All sections (Absent/Late/Passes) need to show all passes (including requested) for a student, for full context.

3. “Student Schedule” - https://app.orah.com/staff/student-profile/XXXX/schedule - needs to show all passes (including requested).

Location>Student Schedules already has this switch - and it should have been added throughout Orah:

However, the 24-hour view makes it hard to see any labels, and conflicting passes hide one another - but at least the pending pass is there.
