Rework Emergency Rolls on app

Since the update last year, Emergency rolls are out of order for students and can’t be made consistent, taking the roll is significantly slower on staff app, and the admin options are worse, removing the ability for whoever opened the roll to close it. Almost all staff have noted that emergency rolls usability is worse on the app.
