Smart Tag Filters

A couple options

1)do smart tags via default location as this option would be very useful

2) have hard rules and soft rules ie if a student is year 11 they are put into the tag. However, allow the ability to make rule exceptions. Essentially wanting a rule to propagate a tag, and then adjust as needed.

This is primarily due to dorms being organised via tags and not houses due to co-ed setup.

The more flexibility smart tags have, the more useful they become. Sometimes needs arise where students need to move dorms and these can be manual adjustments. However, currently this is very difficult to do.
