Sync alerts (for SIS syncing)

We need to know when an Orah-SIS sync fails. This should include updating Orah to verify that the data was successfully pushed. The alert should go out via email and SMS to specific user groups. It’s embarassing when teachers discover Orah and SIS have different attendance stats. If this is implemented, syncs should be updated so we can ignore certain sync issues (like no email for staff).

Since attendance sync is instantaneous, there's no sync status in sync settings. Also, there are no sync alerts for when any sync fails.
