update form editor

Make the form toolbar stick at the top, and add “Preview”, “Save”, and “Save and close” buttons.

What problem would this new feature help your school solve?
Forms cannot be saved until all of the required elements are filled in - but they also tend to crash, and lose all of the work. Let the "Save" button save without checking for required fields. The "Save and close" button will do the checking. Also, we need the preview button consisently at the top so we can check our work.
